EUROSPHERE Kick off Conference:
‘Diversity and the European Public Sphere: Towards a citizens’ Europe’

The EUROSPHERE project, which is coordinated by the University of Bergen, will be launched by Rector Sigmund Grønmo on the 14th of February.
EUROSPHERE is a European Commission-funded integrated project within the 6th Framework Programme. The EUROSPHERE Consortium comprises 17 European universities and research institutes and approximately 150 researchers will join into it in its different parts and phases. The overall scientific objective of EUROSPHERE is to develop innovative perspectives on the European Public Sphere and to identify the factors which facilitate or hinder the articulation of a European Public Sphere.
During the conference, a roundtable discussion, with the participation of eminent European scholars, will elucidate different visions of a European Public Sphere, and the EUROSPHERE researchers will present the project’s different components.
Participation including lunch is free but please note that we have a limited number of seats only.

Eduardo Archetti-prize for 2006:
IMER-doctoral student HANNA SKARTVEIT is awarded the Eduardo Archetti-prize for 2006
IMER doctoral student and anthropologist Hanna Skartveit is awarded the Eduardo Archetti-prize- 2006 for her master thesis “An Angel watching over me: Fan Culture and the Formations of Self and Identity in Buenos Aires “(UiB, 2004). The prize entails that her masterthesis will be translated into spanish and published as a book in Argentina. The Eduardo Archetti-prize is handed out by the Institute of Economic and Social Development at the University of Argentina, in memory of the late professor of social anthropology at the University of Oslo, Eduardo Archetti. This annual prize is awarded the best master thesis in anthropology on any of the countries where Archetti taught and did research (Argentina, Ecuador, Guatemala or Norway).

DIANE OATLEY is awarded prize for best article by Norwegian Journal of Migration Research
Norwegian Journal of Migration Research rewards Diane Oatley’s article “Raqs al Sharqi – or the art of having what one has” as the best contribution to Norwegian Journal of Migration Research in 2006.
In her article Diane Oatley seeks to articulate the unique dimensions of bodily knowledge produced by the Egyptian dance form raqs al-sharqi. The premise that raqs al-sharqi holds the potential to destabilize and subvert traditional forms of embodiment and visual perception is sought illustrated first through critique of the concepts transcendence/immanence presented by two feminist scholars. This critique is countered by examples from theory and practice that address the particularity of the raqs al-sharqi dancing body. The article hereby finds expression for aspects of bodily knowledge that are generally acknowledged by dance studies, but nonetheless remain to a large extent unarticulated in critical theory, including dance criticism.

Lars Lien
“Does length of stay in Norway influence the mental health status of adolescent immigrants? Results from the young part of the Oslo health study”
Lars Lien undersøker sammenhengen mellom psykiske plager og oppholdslengde i Norge blant ulike innvandrergrupper. Til dette er det brukt en tverrsnittsstudie av alle 10. klassinger i Oslo i årene 2000 og 2001, basert på Hopkins Symptoms Check List (HSCL-10) og to av de fem sub-skalaene i Strength and Difficulties Questionnaire (SDQ). Studien måler selvrapportert helse. Forfatteren finner små, men statistisk signifikante forskjeller mellom etnisk norsk ungdom og innvandrerungdom i frekvens av psykiske plager. Blant førstegenerasjons innvandrere ser det ut til å være en stigende andel psykiske plager når oppholdstiden i Norge øker. Blant andre generasjon reduseres andelen noe, med unntak av problematferd. Lien konkluderer med at det er en sammenheng mellom oppholdstid i Norge og psykiske plager blant innvandrerungdom, særlig for eksternaliserte problemer.
Per Borgå og Suad Al-Saffar
”Psykiatrisk vård i en multietnisk förort till Stockholm”
Per Borgå og Suad Al-Saffar skriver om psykiatrisk behandling i en etnisk sammensatt forstad til Stockholm. Studien som denne artikkelen bygger på har som mål å beskrive den totale bruken av psykiatriske helsetjenester blant utenlandsfødte og svenskfødte innbyggere. Forfatterne finner viktige sosioøkonomiske ulikheter mellom de ulike gruppene, i tillegg til ulikheter i hvordan ulike grupper benytter behandlingstilbudet og hvilke diagnoser som blir stilt. Grupper som i stor grad oppsøker desentraliserte/åpne behandlingstilbud for psykisk helsehjelp i liten grad er å finne som sykehuspasienter. Grupper som åpne mentalhelsesentre i liten grad er i kontakt med er desto oftere å finne som sykehuspasienter. Forfatterne påpeker den fraværende diagnostiseringen av post-traumatisk stressyndrom (PTSD) blant flyktninger og gir anbefalinger for hvordan åpne behandlingstilbud kan bli bedre til å tilpasse seg grupper som i dag er underforbrukere av tjenestene.

”Generaliseringens magt: En case om langtidssyge kvinder med etnisk minoritetsbaggrund i København”
Anette Sonne Nielsen’s article is based on a study of a small group of women who suffered long term illness and were treated at an out patient clinic at a larger hospital in Copenhagen. The purpose of the study was to document and analyze their experiences within the Danish health care system in order to reflect upon possible preventive initiatives for ethnic minority patients. The study is based on observation and in-depth interviews, both with patients and care providers. Three different readings of the material are suggested: The women’s utterances are interpreted as expressions of marginalization due to their illness, gender and ethnic minority status. The experienced ‘power of generalization’ is felt as an attack on their humanness. The women request attention to their individuality and often feel neglected or misunderstood within the Danish health care system. The problem of “generalization” seems to be part of a bigger integration issue which among other issues concerns minority and majority relations.
Torunn Arntsen Sørheim
“Immigrants with intellectual disability and their families: Encountering the Norwegian National Insurance Service”
Torunn Arntsen Sørheim skriver om 16 unge voksne med utviklingshemning og innvandrerbakgrunn og deres møte med Trygdeetaten og dens tjenester og ytelser. Dette utgjør ett av flere temaer i en studie forfatteren står bak. Studien baserer seg på et antropologisk feltarbeid som har omfattet intervjuer av familier og tjenesteytere, fokusgrupper og observasjon av møter mellom familiene og flere deler av tjenesteapparatet. Studien er utført i Akershus, Buskerud og Oslo i 2000-2003. Alle med utviklingshemning i studien har formelle rettigheter til uførepensjon, men det viser seg at familiene ikke vet dette og at den unge voksne ikke får uføretrygd og enkelte stønader uten ved hjelp fra andre. Obligatorisk medlemskap i Folketrygden gir heller ikke alle rett til uføretrygd, fordi det kreves 3 års forutgående medlemskap før man blir minst 50 prosent ufør. Artikkelen tar opp hva dette innebærer. Forfatteren problematiserer mangler ved tjenesteyternes kunnskap om lovverket og problemer forbundet med fortolkning av lovverket, samt viktigheten av å yte likeverdige tjenester til personer med etnisk minoritetsbakgrunn.
Karin Harsløf Hjelde og Katrine Fangen
”Oppfølging, respekt og empowerment: Somalieres forståelse og hjelpepraksis ved psykososiale vanskeligheter”
Karin Harsløf Hjelde and Katrine Fangen write about coping strategies among exiled Somalis in Norway and Finland. Somalis living in Norway are found to have a high proportion of psychosocial problems, yet few Somalis seek help in the Norwegian psychosocial health system. The authors describe and discuss Somali conceptions, understandings and praxis when helping each other with psychosocial problems. The similarities and differences between Somali understandings and praxises in exile, and the understandings and praxises of the Norwegian Welfare State, are examined applying the theoretical concepts of help and of empowerment. Finally the authors present elements of the already existing Norwegian psychosocial services which support Somali praxis and understandings. Then follows a discussion of ways in which these elements may be applied and even strengthened in order to better reach Somalis in need of psychosocial help.

”What about the differences? A short overview of the health system in Pakistan and its implications for immigrant health care in Norway”
Hammad Raza Syed og Nora Ahlberg beskriver i denne kommentarartikkelen strukturelle og praktiske trekk ved helsesystemet i Pakistan. Forfatterne kommenterer befolkningens helseoppsøkende atferd, inkludert underliggende årsaker. Videre bringes på banen noen viktige krysskulturelle temaer som angår konsultasjon, kommunikasjon og relasjonen mellom lege og pasient. Pakistaneres forståelse av kroniske sykdommer diskuteres. Med det som bakgrunn utfordrer forfatterne noen antakelser om ”innvandrerpasienten” som eksisterer i den norske majoritetsbefolkningen

Som i alle Culcom’s aktiviteter, tar seminaret utgangspunkt i den nye transnasjonale virkeligheten, der både mennesker, ideer, verdier og politiske spørsmål ustanselig krysser landegrensene. Bidragsyterne oppfordres til å spørre hvilke muligheter og begrensninger mennesker i dagens Norge har for å skape frihet, og hvilke variasjoner som finnes i forståelsen av hva frihet kan bestå i.

Tune in on international migrant’s day
Radio 18/12 launches Tune in on International Migrants’ Day! Since the year 2000, the UN has officially designated December 18 as International Migrants’ Day, inviting all UN member states, intergovernmental and non-governmental organizations to observe this day by disseminating information on human rights and fundamental freedoms of migrants, sharing experiences, and undertaking action to ensure the protection of migrants. This year, supported by UNESCO, Inter-Pares, Oxfam Novib and the Flemish Government, Radio18-12 will organize a global radio marathon on 18th December 2006, where radio stations in many countries around the world will broadcast programmes on migration, starting in Australia and terminating in the Americas. Making migrants’ voices heard is the common thread throughout these programmes.
